Will there be another hike in petrol price?

Indian Oil Corporation today said petrol prices could be hiked soon after the assembly polls in five states were over. The polls are for electing governments in Bengal, Tamil Nadu, Assam, Kerala and Puducherry. Counting of votes in all the five states are on May 13.
“We would do it (increase rate) at the earliest possible … we live in an environment (comprising the people and the government). If we take certain action, the environment is going to turn against us,” IOC chairman R.S. Butola said.

In his first interaction with the media after taking over as the chairman of the nation’s largest fuel marketing firm, Butola said IOC and the other state firms — BPCL and HPCL — had consciously decided not to revise rates of petrol to keep “the environment happy”.

IOC is losing a tad less than Rs 7 per litre on petrol at present. It is losing Rs 18.11 per litre on diesel, Rs 28.33 a litre on kerosene and Rs 315.86 per 14.2-kg domestic LPG cylinder.

The basket of crude that India buys averages $120 per barrel at present. However, the retail petrol rates are related to global prices at $100 a barrel. Brent crude rose above $124 a barrel in the futures market today after violence in Syria and Yemen escalated.

Not ready to become extinct? Save Earth, Demand Oceans Without Oil and Clean Energy ASAP.

Earth Day approaches. What does that mean in the United States? Nothing as far as I can tell at this point in time. We are doing absolutely nothing to deal with climate change. We’re doing almost nothing to protect the natural world we live in. Many are still in denial thanks to the misinformation efforts of the likes of the nefarious Koch Brothers—and their more invisible cohorts. Think confronting climate change is overwhelming? Then consider the extinction of humans as a result of our own actions.

New supply chain strategies emerge for farshore, deepwater wind farms

Despite a buoyant European offshore wind market, developers are facing into a whole bundle of purchasing headaches due to the seemingly limited number of suppliers in the offshore wind energy business. The European Wind Energy Association (EWEA) says 9.3 gigawatt (GW) of new wind power capacity was installed in the EU during 2010 with offshore wind power installations growing 51 per cent from 582MW in 2009 to 883MW last year. With further projects in the pipeline from the UK, Germany, the Netherlands and most recently France, Europe will continue to be the largest offshore wind energy-producing region in the world for years to come.

Utility-led projects are the lynchpin of the offshore wind industry’s continuing progress. Justin Wilkes, Director of Policy at EWEA noted: “Projects led by utilities are less affected thanks to their ability to fund investments from their balance sheets”.

Essar Coal bed methane (CBM) priced at $5.25 (mBtu)

Essar CBM gas priced at $5.25

13 Apr 2011 PETROLEUM BAZAAR

Essar CBM gas priced at $5.25 The Union Petroleum and Natural Gas Ministry approved a provisional price of $5.25 per million British thermal unit (mBtu) of gas Essar Oil is producing from its Raniganj coal bed methane (CBM) block in West Bengal.

“We have received approval from the Ministry for a provisional gas sale price approval,” Essar Oil CEO and Managing Director Naresh Nayyar said here. The Ministry has approved a basic price of $5.25 per mBtu plus $1 per mBtu in transportation cost. At Raniganj, 33 wells are now producing about 35,000 standard cubic metres per day (mscmd) of gas.

He said the company planned to drill 500 wells to help output reach plateau of 3.5 mscmd in three years. The company has completed a 48-km Raniganj-Durgapur pipeline, which will help bring gas from the field to the industrial customers in Durgapur. “The field development plan for the Raniganj block that will allow Essar Oil to drill a total of 500 wells has also been approved. Commercial sales from the block are scheduled to begin in a few months post some statutory approvals,” he added. The company is investing about $500 million for producing gas from below coal seams.

The company on Monday reported a 78 per cent jump in net profit in the fourth quarter ended March 31, 2011, at Rs.321 crore on the back of record refinery throughput and higher margins. “This is a strong financial result driven by record refinery throughput of 14.76 million tonnes per annum and a healthy uplift of over 80 per cent in gross refinery margins (GRMs),” Mr. Nayyar said in a conference call.

For the whole of 2010-11, the net profit jumped to Rs.654 crore from Rs.29 crore in the previous year. “Demand for petroleum products in India is expected to continue to grow sharply and we remain focused on delivering our key projects, which in 2011 includes the first phase of our Vadinar refinery expansion,” he said. Petrol, diesel prices may rise by 50 paise and 20 paise as dealers’ commission

New Delhi, Petrol and diesel prices can go up marginally by 50 paise and 20 paise respectively, if the government accepts a committee report on raising dealers’ commission. However, a more sharp increase will occur if the government pays heed to state-owned oil retailers’ plea to up prices.

The surge in global crude oil prices has created a yawning gap between costs and prices that has led to the retailers losing Rs 17 per litre on petrol and Rs 4 on every litre of diesel. Any government decision on allowing the oil companies to raise fuel prices is expected only after the assembly elections to five states are completed in May, sources said.

The oil ministry committee looking into dealer commission — the panel is headed by joint secretary (marketing) — has proposed an increase in commission of Rs 393 per kilo litre (kl) for petrol to Rs 1,611 from Rs 1,218 and Rs 170 per kl for diesel to Rs 927 from Rs 757.

The committee was set up in September following an agitation by the dealers. Threatening an indefinite strike, the dealers had demanded an immediate upward revision as well as a formula that will lead to an automatic revision in their commissions with any change in petrol and diesel prices. Subsequently, the commission was raised by Rs 93 per kl for petrol and Rs 84 per kl for diesel.

On the committee’s recommendation, Federation of All India Petroleum Traders president Ajay Bansal said that “this is a marginal hike. We have been demanding doubling of the commission in view of inflation and increase in other costs. We would soon meet the government to press for our demand”. The federation says it represents all the 38,700 petrol pump owners in the country.

The committee, which also comprises director (marketing) of IOC, BPCL and HPCL, rejected the dealers’ demand of 5 per cent commission on the total value of petrol and diesel sold. Accepting it would mean that the “dealer commission varies on account of changes in the taxation structure by the Centre or the state governments. This is not an acceptable way of computing dealer commission as taxes should not play a role in arriving at dealer commissions”.

The committee report said 90 per cent of the commission in petrol and 89 per cent in diesel went towards the reimbursement of various costs incurred in the running of retail outlets, including manpower, electricity, product loss compensation and working capital expenses.

RV Parks charging station grows

According to National Association of RV Parks and Campgrounds there is an increasing trend for the RV parks to provide their present 50-amp, 240-volt AC outlets which could be the convenient fast plug-in points for the electric vehicle. About half dozen campgrounds have been set up at the Maryland area which is just outside the Washington D.C and about one in the Northern California and this is what any campground could do with this common type of outlet. The prices of the plug-in have been revealed to be $8.50 to $10 for a period of 4-hour and it is something which is more than what actual utility cost is. The questionable value is mainly for the Chevy Volt, which has a possibility of running on the gas when needed. A Volt owner in GM-Volt forum had mentioned that it would be about $8.50 for energy which is similar to a gallon of gas in the Volt.

WHAT THE OBAMA ADMINSTRATION WANTS FOR NEW ENERGY

Bob Dylan said it: “You gotta serve somebody…” At this time of the year, most people realize they have to serve the government, in the form of taxes.Everybody pays taxes, one way or the other. Even GE: Those headlines about them entirely escaping their obligation to the IRS were erroneous and retracted. GE surely doesn’t pay what most working people would likely consider their fair share, but they pay. And much of what doesn’t go to the IRS goes to GE’s army of tax attorneys and experts. (Yes, deductible expenses.)Even Kings and Dictators pay up. If they don't return some of their wealth to their people, they don’t stay Kings and Dictators indefinitely, as Hosni Mubarak recently discovered and King George found out in 1776, even as they paid armies and other operatives in futile attempts to hold power (and avoid becoming taxpayers like everybody else).

US Non-Residential Grid Connected PV Capacity to Expand Rapidly

The USA’s non-residential grid tied PV installations accounted for the majority of capacity in 2009. These installations include sites, such as government buildings, military installations, and retail stores. The large average size of these premises requires large installations and results in greater capacity additions. Both non-residential and residential installations are on the customer’s side of the meter and generate power used on-site. Whereas, utility installations are on the utility side of the meter and generate bulk power for the utility grid.

Spot LNG prices to rise; coal and crude oil relatively unaffected

CRISIL Research is releasing this note to explain the impact of the recent earthquake and the subsequent tsunami on the Japanese nuclear facilities, and therefore, on the demand and prices of energy resources such as coal, natural gas and crude oil. CRISIL Research is monitoring the situation continuously and shall provide further analysis in accordance with the developments.
CRISIL Research expects the bulk of the ensuing power deficit to be covered by coal and gas-based plants. The incremental gas demand is likely to push up spot liquefied natural gas (LNG) prices from around US$9 per mmBtu to US$13-14 per mmBtu in the next 3 months. Germany’s recent decision to shut seven atomic power reactors (7.4 GW) for 3 months in the wake of the Japanese crisis and the resultant increase in gas demand would drive a rise in prices in the short term. While non-coking coal prices are likely to rise marginally because of incremental demand, coking coal prices are expected to fall owing to the temporary shutdown in steel capacities in Japan. Global crude oil prices, however, are unlikely to be affected due to limited impact on global trade dynamics.
